Companies that choose Microsoft Power BI as a business intelligence solution should consider factors such as company size, the type and number of users when selecting the appropriate Power BI licensing model. Additionally, your functional requirements play an important role in choosing the right licensing model.

There are two distinct user groups: Employees who use Power BI to create and publish reports (report designers) and employees who use the finished data sets, reports and dashboards to analyse data (report consumers).

Microsoft Power BI

Every report designer needs at least one Power BI Pro license if they want to share reports with others. An exception is the free entry-level version, Power BI Desktop, which allows report creation for personal use.

Report consumers only need the free Power BI Desktop edition to view reports and dashboards if they are stored and shared on a Fabric Capacity (formerly Power BI Premium) (a type of virtual container). If this is not the case, report consumers will also need a Power BI Pro license.

When selecting the licensing model, dedicated requirements should also be considered, such as development processes (e.g., version control), the desired method of deployment (cloud-based or on-premises), the need to work with Power BI on mobile devices, the size of the data to be processed in Power BI, and the need for features like AI / advanced analytics or paginated reports.
