Initial situation

An Established Solution Ready for Its Next Stage of Development

HEBES had been in use as an online solution since 2013 and was well established in the Swiss care home market. The existing solution met its functional requirements, but further development required a new technological foundation. Keller needed a platform that would be easier to maintain and less dependent on a highly customised system landscape.

The proven benchmarking capabilities needed to be retained while being enhanced in a targeted way. Key requirements included a stable platform, an end-to-end data process and an architecture capable of accommodating new requirements without triggering extensive custom development for every change.

Clear Requirements for the New Platform

The new solution was to be based largely on standard components. Administration, master data management and user permissions needed to remain transparent and easy to manage. Data hosting had to remain in Switzerland. Personal information needed to be removed before analysis, and individual institutions could only be identified by name with their explicit consent.

HEBES also needed to be expanded from a functional perspective. In addition to SOMED data, collected annually by the Swiss Federal Statistical Office for socio-medical institutions, data from KORE ARTISET was also to be integrated into the existing data model. KORE ARTISET is a Switzerland-specific industry solution for cost accounting and performance statistics in residential and nursing care homes.

For Simon Keller, Managing Director and Owner of Keller Unternehmensberatung AG, the objective was clear: the strengths of the existing solution needed to be preserved, while a secure, easily maintainable and functionally extensible platform would provide the foundation for the next stage of development.

Informatec Stands Out with Industry Expertise and a Comprehensive Solution Concept

Keller Unternehmensberatung was already familiar with Informatec through previous discussions in the residential and nursing care sector. When the further development of HEBES became a concrete project, Keller invited Informatec to present a solution concept. Informatec impressed with a comprehensive approach covering the entire data process, from upload and validation to preparation, anonymisation and analysis.

Informatec began by assessing the business requirements, Keller’s existing expertise and the current system landscape. The decision to use Microsoft technology was therefore not an end in itself. Keller was already working with Microsoft technologies and wanted to continue building on this environment. As a Microsoft Partner, Informatec translated the requirements into an architecture based on established cloud and analytics components.

In addition to the technology itself, a decisive factor was Informatec’s understanding of the healthcare environment. The company brought extensive experience from data projects involving hospitals, clinics, residential and nursing care homes, and other organisations within the Swiss healthcare sector. The team understood the requirements for data models, user permissions and analytics arising from sensitive personal, operational and financial data.

From Validated Data Upload to the HEBES Benchmarking Cockpit

Informatec implemented HEBES as a cloud-ready application with an end-to-end data process. The solution combines a secure web portal for data submission, a platform for data preparation and anonymisation, and an analytics environment for benchmarking. Keller can manage the core components using standard technologies and expand the platform step by step as requirements evolve.

  • Data validation starts at the point of upload

    Care homes, care home groups and associations upload their SOMED and KORE ARTISET files directly via drag and drop through the web portal, with no preprocessing required. During the upload process, the application already checks technical specifications and key business rules. Errors are identified at an early stage, before the data enters further processing. New data is processed every four hours and made available for analysis.

    Microsoft Fabric serves as the data platform for processing and provisioning. Informatec integrated SOMED data with cost accounting and performance data from KORE ARTISET in a unified data model. Personal information contained in the SOMED data is removed during processing and is not stored for analytical purposes. The information required for time-series analysis and benchmarking is available exclusively in anonymised form.

    The data modelling was particularly demanding from a business perspective. HEBES calculates metrics including averages, medians and totals. Each institution must be excluded from its own benchmark comparison. Unless explicit consent has been granted, users must not be able to identify other care homes. Informatec embedded these requirements directly into the data model. Configurable rules enable Keller to accommodate changes in data structures and new catalogue definitions.

Data Protection Built into the Business Logic

With HEBES, protecting access to the application alone is not enough. Data protection and permissions must also be embedded directly into the calculation logic. Authentication and role-based access control are managed through Microsoft Entra ID, while two-factor authentication provides an additional layer of security.

The platform is designed for data hosting in Switzerland. Data is stored in encrypted form, and individual care homes remain anonymous in the analyses. A care home is only identified by name if it has explicitly authorised this. This ensures that confidentiality is maintained even in group- and association-level analyses.

Data protection and security were particularly important to us. We needed a partner that understood both the sensitivity of the data and the specific requirements of the Swiss healthcare sector. Informatec incorporated these aspects into the solution from the outset,” says Simon Keller.

Coaching Builds In-House Expertise at Keller

With the new platform, Keller wanted to avoid creating a new dependency on external providers. Informatec therefore involved the Keller team closely throughout the design, testing and operational phases. Regular online meetings were complemented by on-site workshops. Informatec and Keller worked together on technical topics such as data preparation, security and platform operations, as well as on the business requirements for the data model and analytics.

Requirements were refined step by step. Informatec presented different implementation options, explained their implications and supported Keller in setting priorities. Coaching was embedded directly into the project, enabling Keller to build up its own expertise alongside the implementation. Clearly defined responsibilities determine who is authorised to modify central structures and which analyses can be created independently by business users and clients.

Informatec did not simply deliver a platform. The team actively involved us in the development process, transferred knowledge and designed the solution so that we can manage it effectively in our day-to-day operations,” confirms Simon Keller.

Application Areas and Benefits

Deeper Benchmarking Insights from Existing Data

With the new platform, care homes and associations can make use of data that is already available within their organisations, eliminating the need for additional data collection. SOMED data from 2017 onwards and KORE ARTISET data from 2024 onwards can be uploaded to HEBES and analysed systematically.

By expanding the existing data foundation with cost accounting and performance data from KORE ARTISET, existing KPIs relating to finance, staffing and residents can be combined with detailed cost and service data. This enables more granular operational benchmarking and provides a solid basis for management decisions. At the same time, HEBES helps organisations prepare for changes in long-term care financing – particularly with regard to EFAS, which will also affect residential and nursing care homes from 2032.

Based on this enhanced data foundation, Keller Unternehmensberatung can produce client analyses more quickly. At the same time, clients can independently access a wide range of analytics and use them to support their specific management and operational needs.

Future

Informatec Supports the Next Stages of Development

Following the go-live, Keller is focusing on stabilising the platform, completing the documentation and strengthening its internal processes. A service-level agreement with Informatec covers ongoing support, updates and continued technical assistance. At the same time, Keller is preparing additional data sources and new analytical capabilities.

The architecture is designed to support the continued development of HEBES. Keller plans to expand its in-house expertise and implement selected enhancements independently. Informatec will remain involved as a partner for larger adjustments, changes to the data model and new requirements.

For us, HEBES is not a finished standalone solution. The platform gives us the flexibility to continue developing our benchmarking offering. Informatec will also support us through the next business and technical stages of development,” says Simon Keller.
